Regulator-approved HSR training
Training is for elected Health and Safety Representatives and Deputy HSRs. The correct course depends on the jurisdiction covering the workplace.
Newly elected HSRs use the approved initial pathway to build knowledge of the WHS framework, representation, consultation, risk management and HSR powers.
Eligible HSRs who have completed approved initial training can use the refresher pathway to update legal knowledge and practical representation skills.
Separate approved pathways apply to NSW, ACT and Commonwealth/Comcare workplaces. Choose the regulator and legal framework covering the work group.
HSRs represent workers in a work group, raise health and safety concerns and participate in consultation and issue-resolution processes.
Training develops practical skills for identifying hazards, reviewing risks, inspecting workplaces and monitoring the effectiveness of controls.
Approved training explains the powers and processes available to HSRs under the relevant law, including escalation and formal notices where applicable.

Day 1 — legal framework
Interpret WHS legislation, key duty holders, legal obligations and the role of the regulator.
Day 2 — representation
Establish representation arrangements, work groups, HSRs, Deputy HSRs and committee relationships.
Day 3 — consultation
Build practical consultation, communication and issue-resolution skills for representing workers.
Day 4 — risk management
Monitor workplace risk management through inspections, incident information, hazards and control measures.
Day 5 — HSR powers
Understand the formal powers and escalation processes available to trained HSRs under the relevant framework.
Practical activities
Use group work, scenarios and workplace examples to connect the legislation with day-to-day HSR responsibilities.
Assessment and participation
Learning is activity-based and requires participation in the approved course program and practical exercises.

No. The WHS Act restricts the power to issue a Provisional Improvement Notice and the power to direct unsafe work to cease to HSRs who have completed approved training.
Yes. Managers and supervisors can attend to strengthen their understanding of WHS law, duty-holder obligations and consultation. They cannot hold the HSR role itself because HSRs represent workers.

The HSR program covers consultation, representation, risk management and the additional powers available to a trained HSR, including Provisional Improvement Notices and cease-work directions where the legislative requirements are met. The five-day initial course is approximately 35 hours and the annual refresher is a separate entitlement for eligible trained HSRs. No USI is required for this regulator-approved training.
